The APEC HIV Project is a multistakeholder effort endorsed by the APEC Health Working Group (HWG) in January 2025 to accelerate progress toward ending the HIV epidemic across the Asia-Pacific region. Its goal is to help all APEC economies achieve the UNAIDS 95-95-95 targets—that 95% of all people living with HIV know their status, 95% of those diagnosed receive sustained antiretroviral therapy, and 95% of those on treatment achieve viral suppression—and to reach the UN General Assembly target of a 90% reduction in HIV incidence by 2030.

 

Despite decades of progress, HIV remains a significant public health challenge. An estimated 7 million people are living with HIV in APEC economies, which account for roughly 25% of new infections worldwide. Progress has been uneven, and some economies are seeing rising incidence. The Project responds to this urgency by promoting coordinated regional action and supporting domestic implementation of evidence-based, inclusive, and sustainable HIV responses.

Activities & Deliverables (2025-26)

Issues Paper: Ending the HIV Epidemic in APEC Economies
Identifies key barriers to achieving the 95–95–95 targets, including gaps in testing, treatment, prevention, and financing. The paper consolidates evidence, challenges, and gaps from across APEC economies.

1st APEC Policy Dialogue on Ending the HIV Epidemic
Brings together senior government officials, industry leaders, civil-society organizations, and academic experts to share insights, build consensus, and shape coordinated action.

​APEC Action Plan to End the HIV Epidemic
Sets out practical, measurable actions that APEC economies can take individually and collectively to strengthen HIV policy, integrate HIV services within universal health coverage, and mobilize sustainable financing in pursuit of HIV elimination.

Supporting Long-Term Implementation
Lays the foundation for future APEC projects and independent domestic and regional efforts to put the Action Plan into practice, track progress, and sustain momentum beyond 2026.
